Upcoming Road Construction on Kellogg Avenue in Janesville

According to an update from the City of Janesville, a portion of Kellogg Avenue from South River Road to Center Avenue will be closed to through traffic beginning on Monday, August 22. Contractors working for the City of Janesville will resurface Kellogg Avenue as part of the City's annual street rehabilitation program. Crews will complete the resurfacing work on or before Saturday, August 27. Detours will be posted utilizing Joliet Street or Highway 11. All through traffic should follow the detour routes, and avoid driving on or across Kellogg Avenue. South River Road at Kellogg Avenue will be kept open to traffic, but drivers may experience delays when work is in progress at this intersection. Paving is weather dependent and may be postponed due to rain.


During this project, Kellogg Avenue will be posted "no parking" from 6 a.m. to 7 p.m., Monday through Saturday. If you park on the street overnight, be sure to move your vehicle off the roadway early in the morning. Local traffic should reduce speeds when driving through the work zone and use alternative routes when possible. All through traffic should follow the detour routes.


The first step in resurfacing is milling or grinding off the old street surface. During and after this process, residents can access their driveways, and local traffic will have access to their destinations with only minor delays.


Asphalt paving follows the removal of the upper pavement layer. Before paving, fresh oil, a sticky liquid tack coat, is applied to the surface to bond the new pavement to the old pavement. Traffic is strongly discouraged from driving on fresh oil. Tires can track this material, which can be challenging to remove from vehicles and other surfaces. If you have to drive on fresh oil, go slowly.


The asphalt paving process will begin in short order after the fresh oil is applied. While paving operations are underway on your street, you may be unable to leave your driveway while the work is in progress at your location. Park your vehicle(s) on roads outside the project area if you have concerns about getting to and from your property while the paving operations are in progress.


The paving on your street will be completed in one day or less and can be driven on that evening. Paving is weather-dependent.


The resurfacing of Kellogg Avenue will require significant detouring within the Janesville Transit System along the 2: Kellogg Ave, 6: Beloit Janesville Express, and 9: Nightside West JTS bus routes. During resurfacing, bus routes will use Conde Street, South Willard Avenue, and King Street, with several temporary bus stops available for riders.
