The Janesville-Beloit Metropolitan Statistical Area, or MSA, will not be downgraded. The City of Janesville says that the Federal Office of Management and Budget rejected a proposal change to downgrade the MSA. The requirements would have raised the primary city size to 50,000 to 100,000 people which would have caused the city to lose its benefits as an MSA. The rejection, the city says, is a positive for the city, and will continue the positive momentum the city is experiencing. The rejection also allows the city to stay qualified for various federal qualifying programs.
