On Saturday morning, JPD made an arrest for 4th Offense OWI. Around 9 AM, officers responded to the lobby of the police department to deal with a child custody dispute. Police say 30-year-old Lance Skillman showed up to the police department inebriated having driven there. He had a passenger in his car. Skillman had three prior OWI convictions and denied field sobriety testing. He was charged with 4th offense OWI. He remains in the jail pending a court appearance.
