Governor Tony Evers Pardons Two Beloit Individuals

According to a press release from Governor Tony Evers, yesterday he announced that he has granted 30 pardons, 2 of which were from Beloit.


40 years ago, Beloit resident Dwight Swacina sold marijuana to an undercover law enforcement officer. Now, he gives back to the community by helping neighbors who are facing challenges or difficulties. He has also earned his bachelor's degree.


Beloit resident David Stout was 17 when he broke into houses after the homeowners had left to take cash and belongings and tried to escape police custody. He earned support from the circuit court and the district attorney’s office as well as friends and family.


The Wisconsin Constitution grants the governor the power to pardon those convicted of a crime. A pardon is an official act of forgiveness that restores the rights lost when somebody is convicted of a felony. A pardon does not expunge court records.
