According to an update from the Janesville Police Department, yesterday at about 4 p.m. officers investigated a complaint of a suspicious person in Palmer Park. An adult male was parked in his truck and was soliciting a juvenile female for a sexual relationship. Patrol officers later located the suspect vehicle and through investigation identified the suspect as 60 year old Beloit resident Russell Partlow. Officers learned of another incident which occurred over the weekend involving Partlow. Partlow was taken into custody and held at the Rock County Jail, and is facing charges including two counts of child enticement and two counts of soliciting child prostitution. The investigations are ongoing at this time.
