Rock County deputies made an arrest for a 4th offense OWI. According to the RCSO, deputies were alerted to a traffic complaint involving a vehicle nearly getting into collisions. A vehicle was reported stopped on Highway 213 near CTH M just outside of Evansville. A driver was located and obvious signs of impairment were identified. After field sobriety tests were requested and refused, the driver, identified as Kara Kulke of Evansville, was arrested on her 4th offense OWI.
