According to an update from the Beloit Police Department, this morning shortly before 3 a.m. officers responded to the area of Mary St. and Wilson St. for an overdose. Upon arrival, a child was located in a vehicle. As a result of the incident, Samantha and Adrian Russell were ultimately arrested for child neglect.
